The State Duma of the Federal Assembly of the Russian Federation is the lower house of the national parliament, playing a key role in the legislative process. In addition to legislative activities, the exclusive competence of the Duma includes giving consent to the President on the appointment of the Chairman of the Government, hearing annual reports of the Government on the results of its activities, and deciding on the issue of confidence in the Government. An important power is also the appointment and dismissal of the Chairman of the Central Bank, Chairman of the Accounts Chamber, and Ombudsman for Human Rights.

The highest among them is the Council of the State Duma, which carries out preliminary preparation and planning of legislative work. The leadership of the chamber is exercised by the Chairman of the State Duma and his deputies. The main burden of considering legislative initiatives falls on the relevant committees and commissions, where detailed examination of bills and amendments are made. The political landscape of the Duma is determined by the activities of parliamentary groups — factions. Factions representing political parties that have passed into parliament play a decisive role in shaping the agenda and ensuring support for key legislative initiatives.

Evolution of the role and position in the political system

Over the years of its existence, the State Duma has undergone significant transformation. From a relatively fragmented and oppositional parliament in the first convocations, it has evolved into a stable institution operating in close interaction with the executive power. The overwhelming majority of bills adopted by the Duma are submitted by the Government, which is a common practice for many parliamentary and presidential republics. Critics often point to the dominance of the pro-presidential majority, which ensures the quick passage of key decisions. Advocates of this model emphasize its ability to guarantee political stability and consistency in the implementation of the state course in a large and complex country. Thus, the State Duma remains a central element in the architecture of Russian power, where the legitimacy of the main directions of domestic and foreign policy of the state is achieved through established procedures.
